The work may be transformative, yet without the recognition of the Fair Use system which this bill contains, a creator may still be found liable for violating copyright. This is just one example of how the current system is depriving not only the creator's of the fruits of their labour, but depriving the consumers ability to actually choose a new and innovative piece of media.
